Abstract
ABSTRACK
This study aims to analyze the implementation of the Civic Entrepreneur concept in promoting the empowerment of dairy farming communities in Ciater District. This research employed a qualitative approach with a descriptive method. Data were collected through observation, interviews, and documentation, with informants selected using purposive sampling. Data were analyzed using the Miles and Huberman interactive model, consisting of data collection, data reduction, data display, and conclusion drawing and verification. The results indicate that the implementation of Civic Entrepreneur is reflected in the integration of economic activities with social values through business innovation, mutual cooperation, collaboration, deliberation, community participation, social concern, and economic independence. Community empowerment was demonstrated through community involvement in dairy farming activities and the self-help development of public facilities, including communal sanitation facilities, prayer-washing facilities, and clean-water storage tanks. Collaboration among farmer groups, cooperatives, local government, and the community also supports business development and community participation. However, challenges remain, particularly in managing cattle manure and the uneven adoption of milk-processing innovations. Therefore, the implementation of Civic Entrepreneur can promote community empowerment by integrating economic and social values, although further strengthening of innovation, assistance, and environmental management is needed to achieve sustainable community empowerment.
